I would pull the motor out and then pull the carb off to inspect the bottom of the carb to make sure there isnt any dammage to the part that inserts into the motor block.. If that seems fine then I look at the sleeve that the carb fits into (Motor) make sure you look closely at the bolt and the cam locking system that pinches and holds the bottom of the carb.. If its rotated the wrong way or has something missing it wont work right.
make sure that the taper of both sides of the cam are facing the inside as to contact the carb when its inserted... Also one thing that comes to mind is if the carb is supposed to have a urathane bushing around the base? If it had one before and ya took it off or it got ripped or is funky in any way that can couse a problem too..
When you have the carb in one hand and block in the other and try to put them together is the fit close or relitivly tight? snug? or does it just wanna drop right in? If its kinda loose then ya might be missing something or the carb vs block fitment isnt right...check those things out and see what ya find... Hope this helps...
