I need to replace the belt for the blade brake. I have removed the blade and now get to the flywheel. How do I pull that off?
Or am I going at this the wrong way. Please get to me before I have to take it to the shop.

it unscrew the lower half comes off, you look good you will see two punch holes on the lower dish, just tap them and it will unscrew, Light Mechanic

What model Toro mower do you have?
Is it the Vac-u-power deck or the Grassmaster deck??
The flywheel is on the top, it's part of the engine, underneath where the blade mounts there should be a spacer, a screen and the brake drum that is also half of the drive belt pulley visible. In the center there is a large nut holding the brake drum and counter weight on. The screen and spacer should come off easily as the blade holds them in place.
The procedure will be a little different depending on which type of mower deck you have, so if you can post your model number that would be a great help.
