I came across an old Toro Shredder 5 Hp Tech (mfg 1973 and 1974) Replaced the ingition and got it running, but the speed is wide open. , could the magneto timing cause this or what? Don't know anything about govenor adjustments. They only made these for 2 years ... I'm thinking they were a bad idea doesn't really shred anything even after I figured out how the fingers were supposed to be put it ... Don't what to give up on this thing if its worth while. Ed

yeah it sounds like the governor is not connected, or its stuck open or just not there, or its out of adjustment. may have been made to run full rpms, or its way over the supposed rpms. don't know how to adjust many tecumsehs though, never like to work on any.
