I have a 4 hp. tech. on my troy built tiller. I went to use it for the first time this year and the engine races uncontrollably in high idle. There is no in between. Either off or full blast. I removed the carb and cleaned everything. I see some kind of linkage that seems to go down into the crankase that in connected to the throttle. Any ideas on what is going on? Thanks.

thats the governor. could be either not hooked up, or its off adjustment.
