Ok, lets say both of these are 19turn motors. Aside from the can color and the cosmetic apperance of the endbell, what is the difference? Are the blanks different? Do the brush hoods have geometric differences?
It says on the site the spec has FB-9 Mags where as the Mod can is BLUE and has FB-9B mags.
I am just looking for differences. I have not had a chance to look at both of these closely.

It's just new hype, same mags, same arm, new can color, new endbell....nothing more!

ok well thats a good answer :) i have another question. at marshalls theres absolutly no 19t rules except the fact that it has to have 19t's. so big brushes and short stack and combining arms with cans is allowed. if thats the case what would be the best possible combination to run that would be the absolute fastest on the track? just curious

Use a "hemi" wind arm (like the original Chameleon/Chameleon2/early ARCORnite), as it's equal to 1/2 a turn less than the ARCOR legal "cross-wrap"(Mabuchi) wind 19t's...
Put that in a D5 or later can with fresh magnets, use a P-94 brush type endbell (even a Speed Gems PRO endbell will do), with high silver XXX brushes, and crank in a full 36 degrees of timing...

Jamie you need to remember that the 19t spec motors are the C2, Reedy flame motor, and the Orion Element. The Cobalt motor is the T's new can and endbell. It is a D5 can and the endbell has a more open design and has more Al. on it to promote cooling. It also has a led to let you know the caps are working. As PUF19 said it is nothing new just a lot of hype to raise sales.
